Those buildings would be too top heavy to float safely. They'd just topple over. If the bottom were heavier than the top it would prevent that but that would defeat the purpose of making the buildings float. They should be firmly be attached to the foundations.

A better solution for flooding would be a drainage system designed to give priority to Little Rodentia district than the other parts of the city.

Little Rodentia's a Potemkin Village. A sham, a show for the big mammals.

40% of mammal species are rodents. Ignoring domesticated species and primates; let's assume 40% of Zootopia's populate is composed of rodents (it's probably higher, but eh)

Now, let's say that half of those live in Zootopia at large. They inhabit the small buildings all around the city.

Now, that leaves 20% of Zootopia's total population living in Little Rodentia itself. Which is tiny.

It couldn't hold all that population in that area... unless they built down.

Most of Zootopia's rodents live under the city itself, in a massive arcology-like structure full of tunnels and warrens.

The bit at top? That's for tourists. That's the real reason for the park around it. So that the big mammals can come and watch the rodents in their tiny buildings and go "awwww!"

I used to browse Lilo and Stitch fanfiction back in the day, and I remember this poorly written, bizarre piece of garbage that featured the briefest mention of a red alien running across a road. Its color was the only defining feature and the creature itself was never brought up again.

A little while later, Disney puts out advertisements for Leroy and Stitch, which prominently features a red alien as the main antagonist.

Lo and behold, retard claims that Disney read her fic and used her idea, and was just ever so thrilled about it. I think she was too stupid to sue even if she were so inclined.

Biggest example that always comes to mind with this sort of thing is the League of Extraordinary Gentlemen movie lawsuit.
years before the movie adaptation happened, a writer submitted a script to Fox titled Cast of Characters, which was about figures from classic American literature coming together for an adventure, and Fox rejected the script; no interest.
Then when Fox adapted Alan Moore's comic, the writer of this other script jumped up and claimed that Fox and DC were trying to rip off his story, and even went as far as to claim that Moore was part of a conspiracy; that he was told by Fix to create a comic based on the script, so that way they can make the movie without involving the original writer.
It was all bullshit of course. Even the original story barely resembled Moore's comic or the film itself (Tom Sayer was pretty much the only character in both the script and film, but not the comic).
But the shitty part was that Fox settled out of court, which denied Moore from defending himself and proving that League was his own independent idea.

Both Nick and Judy had it right: he just needs time. But that's on me to get the idea across, if people think Clyde has scratched Nick out of his life.

She thought she could crack the case because she graduated top of her class and spent her whole life preparing for cases like that. She wanted it more than anyone on the force and she actually got it because she was good. She was right. In real life, most people only show up for a paycheck and try not to work hard.

What she was wrong about was knowing prejudice and rising above it. She believed in simple slogans that make good bumper stickers in that little telling moment where she just regurgitates smugly that "the only thing to fear is fear itself".

But she knew what the fuck had to be done. Yeah she got lucky, but she was also incredibly competent. And incredibly grey as a cop. There's no character arc about her guilt over bending the law because she was more about getting things done then getting things done by the book... The book she knew inside and out. She always was a good cop, her whole training montage that kicks off with her being a good pretend cop as a kid lets us see how hard she worked to be that good, her main problem was that she was not not racist and thought she was above it.
