The whole design is based around averages but in Zootopia any such averages are meaningless as denizens go from positively tiny to gargantuan. Unless the trunk is filled with batons for use with different species of offenders it'd be do dangerous to use a standard baton as while you'd be able to incapacitate one offender with it, on another offender it could be lethal or cause irreparable harm due to differing bone structure and thickness, size, ect.Its questionable as to what if any weapon a ZPD officer could carry which wouldn't be potentially lethal.
