Judy was definitely in the wrong during the press conference, even if she didn't honestly mean any harm. To her, it was simply facts; predators were dangerous and could go savage at random because of their biology (except for Nick, because he was her friend and she was probably denying the possibility at the time). So she gives a warning, along with "the ZPD is here to protect"; she didn't think of how this would hurt the predators socially. It still doesn't excuse her words, as she couldn't see how ridiculous her views were even when Nick was questioning her, and it sure doesn't excuse her pulling out a species-specific mace when Nick made a feint at her, even if we understand why she had that reaction.
