My concern is how exactly does the Nocturnal District function? Is it constantly covered from natural sunlight, or is it just a designated area of the city devoted to shops and services that are exclusively open after dark? If the latter, wouldn't it make way more sense for the nocturnal businesses to just be integrated into the entire city?

My headcanon is that it's underground, in a similar fashion to the underground mall in Montreal:

That makes the most sense to me. Regular diurnal animals can go about their business above, while the nocturnal ones can do so below. However, they'd be on the same schedule, with shops open the same hours and so forth - that way, business, trade, and financial transactions can be performed during regular business hours, and maintenance and other downtime activities can be done during the solar night when most stuff is closed.
If the nocturnal mammals were aboveground, their schedules would be 180 degrees around from everyone else, and it would be a pain in the ass.

That's an interesting one to postulate about.
The difference from the Montreal thing would be the almost permanent semi-darkness in the underground city.
Unless there was a need for diurnal mammals to do work underground during the above ground 'night time', there wouldn't be any requirement for major lighting underground.
To the best of my knowledge (I refuse to use text shorthand), nocturnal mammals don't need external lighting to encourage them to sleep during the day?
That being said, most nocturnal mammals are only nocturnal due to their eating habits.

I believe that you'd both want and need to have an underground lighting cycle that's opposite of the solar day above, as nocturnal animals take their cues from light as well as diet. When it's daytime above, the underground would be dim / dark, and vice versa. This would also facilitate maintenance and upkeep during the 'down' hours of solar night.
Zootopia's easily got the electrical power for this, as evidenced by the climate wall, the rain forest sprinkler systems, and other signs of plentiful energy.

Maybe people are not completely interested in the subject of that specific story, or you posted in the wrong time, when something else was happening/almost no one was here. Also this defeatist attitude for a single story? You need to write more than that. Just an example, seeing some famous writers here, Falke is a goddamn machine releasing stories after stories, Boney and Otterly are writing much too, Toga is doing greentext after greentext. characters are fun but they can waste your time if you focus on them too hard before coming up with any plot, and you also don't want to meticulously craft the story first because your characters will end up bland and serving the plot instead of being interesting
