How would an interspecies relationship be treated in Zootopia?

That all depends on whether or not the genetic magic that gave the animals sentience and intelligence also gave them the ability to create hybrids. There would be a biological precedent for discouraging interspecies romances if hybrids cannot exist/can exist but are genetic dead ends.
A better question is how does a place handle having millions of rabbits without population collapse?

This views are fading now, but that's not the point.Interspecies relationships are effectively guaranteed to be infertile. Effectively, dating another species is like same-sex dating. Not everyone would have problem with it, but the problems would be the same in nature.
