While the movie did do good in relaying that simply wanting something badly isn't always going to be enough, I do wonder if it emphasized that point well enough. Bogo looked like he'd be a vehicle for that message, when he was chewing out Judy for breaking protocol in her enthusiasm, but as best I recall, his point is never returned to again. It's never really made clear whether Bogo was keeping Judy down in an attempt to humble her ego, or if it's because he's simply another bigot who thinks a bunny would never make it as a cop; And with very little emphasis on the former, he ends up looking like the latter. At least, until she proves him wrong and earns his respect.
