In Zootopia, how the hell did they police the rodents if they only had massive swoll police? A rabbit almost destroyed part of their ghetto, there's no way an elephant could have gone in without taking out buildings.
Maybe they have their own police force, like a substation where rodent suspects are taken.

We only see the "Downtown" Precinct in the movie anyway, which implies there are other stations around the city. What's a bit weird is that they seem to have jurisdiction over the whole city, so maybe things work a little differently in Zootopia. Maybe there are multiple precincts but they overlap a lot.
If you look at the official poster art, there's a rodent police car in the right lane. Not sure why they had rodent cops but not bunny cops.
Daily reminder there ain't gonna be no sequel just like big hero 6, frozen, rapunzel and wreck it ralph all don't have sequels. Direct to video isn't profitable anymore either so you can forget that too.
One of the rhinos shouts at Judy to "wait for the little cops". I don't know why people seem to have missed it but it was said quite clearly.
I think the central station was more for big cases, and SWAT. But each area had its specialized departments, so there are rodent police but they didn't go through the training for every area.

In the case of Little Rodentia, they're gated off from the rest of the city and it's presumable that when they have to deal with crime, it's usually small rodents that their own police can take care of easily. On the rare occasion that a larger animal, like Duke gets into the city, it's a much more dangerous situation and really Judy was the closest thing to the "perfect" officer to handle it. The rodent police wouldn't have been able to handle him, and all the other officers from Precinct 1 were too big.

Mr. Otterton would not have been a target of interest otherwise because he's so small, and all the other predators they targeted were much bigger and more dangerous.All of the staff at the secret hospital were predators too, including the doctor (a badger). This probably helped Lionheart ensure that they would keep their mouths shut since they all had a stake in the feral predators going public.

Finally saw the movie yesterday and even though i've spoiled basically all of it for myself I still enjoyed it, some things I was surprised I enjoyed so much:Judys parents were far funnier than I thought they'd be I really enjoyed all their scenes. I shipped them as soon as I saw the teaser trailer and have been riding the train hard for the last 5 months and I thought in the movie the chemistry was fantastic, I could watch an entire movie of them arguing and joking around in random situations. It was the highlight of the movie for me. BUT what made me uncomfortable was how much I could understand how people are completely OK with them staying as platonic friend-zone-whatever.
